Typical Duties:
- Strategic Leadership:
- Serve as the primary Government point of contact, providing overarching leadership and guidance for all contractor personnel assigned to the program.
- Develop and execute strategic plans to meet program objectives, ensuring alignment with Army priorities and program goals.
- Lead a multidisciplinary team to deliver high-quality, innovative solutions that meet and exceed customer expectations.
- Program and Contract Management:
- Oversee all contractual responsibilities, ensuring the timely delivery of contract deliverables while maintaining cost control and operational efficiency.
- Provide direct oversight of subcontractor relationships, invoicing, and contract change proposals, ensuring compliance with government regulations and contract requirements.
- Develop and implement robust project governance and control mechanisms to track program performance and ensure accountability.
- Operational Execution:
- Manage day-to-day program operations, resolving project challenges, and ensuring all tasks are completed within budget and time constraints.
- Deliver detailed project reports, briefings, and updates to client leadership and other key stakeholders.
- Ensure accuracy and compliance of all project deliverables with Army and DOD standards.
- Team Leadership and Development:
- Build and sustain a high performing team environment, fostering collaboration, accountability, and innovation.
- Mentor and develop team members, guiding them to achieve their career and performance goals.
- Employ effective conflict resolution and communication strategies to maintain a cohesive and productive workplace.
- Client Engagement and Relationship Management:
- Act as trusted advisor to senior Army leadership, cultivating strong client relationships through consistent, transparent communication.
- Represent the program to technical and nontechnical audiences, articulating complex concepts clearly and effectively.
- Leverage expertise to anticipate and respond to client needs, providing actionable recommendations to enhance program success.
- Demonstrated leadership of large, multifunctional teams, managing complex projects under tight deadlines and budget constraints.
- Proven expertise in software lifecycle development and acquisition management, with a strong understanding of Army acquisition processes.
- Exceptional strategic planning, program management, and leadership skills.
- Proficiency in government contract and subcontract management, including familiarity with FAR/DFARS requirements.
- Advanced communication skills, with the ability to prepare and deliver professional level briefings, reports, and correspondence.
- Demonstrated ability to build and maintain professional relationships across diverse audiences, including senior Army leadership and other government entities.
- Travel up to 25%
Qualifications:
- Secret Clearance Level
- U.S. Citizenship
- Bachelor’s degree in management science, operations research, logistics, engineering, information systems, or a related discipline.
- 15+ years of experience, including 3+ years supporting DOD business systems acquisition programs.
- Project Management Professional (PMP) Certification
Desired Qualifications:
- ITIL Certification for IT Service Management or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification in Program Management.
